Terms of Service

These terms govern access to and use of CPEMIS. By signing in or using the platform, you agree to use it only for authorized Central Province education duties and in accordance with applicable policies, instructions and law.
Eligibility and accounts
Users must be approved education officers, school authorities, staff or other expressly authorized persons. You must use your own account, keep access methods secure, provide accurate information and notify the administrator of suspected compromise. Accounts may not be shared.
Roles and authority
Access is limited by assigned role, school and province scope. Users must not attempt to bypass controls or exercise authority they do not hold. User-account management is restricted to designated administrators. School deletion and other witnessed governance actions must follow the approvals presented by CPEMIS and applicable official procedures.
Acceptable use
You must not:
- enter information you are not authorized to collect or process;
- view, copy, export or disclose records without a legitimate education purpose;
- upload unlawful, harmful, misleading or malicious material;
- interfere with security, auditing, synchronization or availability;
- impersonate another person or misrepresent an approval, witness or official decision;
- use CPEMIS for harassment, private commercial activity or unrelated personal purposes.
Records and uploads
Users are responsible for the accuracy, completeness, classification and authorization of information they submit. Draft, final, approved, issued and witnessed statuses must be used honestly. Uploaded files must be relevant, lawful and free of malware. Official retention and correction procedures remain applicable.
Offline use and synchronization
Some information may remain on the device until connectivity is restored. Users must review synchronization status, resolve conflicts through authorized workflows and avoid creating duplicate or contradictory official records. A locally displayed status is not necessarily proof that the production server received a change.
Availability and changes
The service may be updated, suspended or temporarily unavailable for maintenance, connectivity, security or operational reasons. Features, access controls and these terms may change. Reasonable efforts will be made to protect continuity, but uninterrupted availability is not guaranteed.
Security and enforcement
Activity may be logged and reviewed for security, accountability and official audit purposes. Access may be suspended or removed where an account is inactive, compromised, no longer authorized or used contrary to these terms. Suspected unlawful activity may be referred to the appropriate authority.
Ownership and permitted use
Official education records remain subject to the authority and recordkeeping requirements of the responsible public institution. CPEMIS software, branding and documentation may not be copied, sold, reverse engineered or redistributed except where expressly authorized.
Limitations
CPEMIS supports administrative work but does not replace professional judgment, statutory authority, signed official instruments or required verification. Users must confirm critical information before relying on it for appointments, finance, safety, discipline, certification or other consequential decisions.
